If I buy a burning crusade or wrath of the lich king client (only one of them), would I get access to the base game and those two expansions since they're supposed to go with every account?

BC and the basic version of WoW are combined now.

Wrath and Cataclsym and Mists are still separate.

If what you buy is just an expansion pack, then I don't think you get the base game with it.
