I would just like to know if there is going to be cloaks in this game? I've seen screenshots with and without them, but I'm not sure what to believe.

Indeed, cloaks are in game.  As Quest rewards and drops from mobs currently.  Want to make mad money when the game is released?  Make and sell bags and cloaks.
