You can get ahouse whenever you can afford one.  BUy a housing plot and make sure you can afford the upkeep, then find someone to make the materials you need for the house, or else craft the stuff yourselff.  As far as I know with mounts you can rent a flying mount at any level but they last a limited amount of time.  There are quests chains you can do where the end reward is a mount, or after level 10 I believe you can buy a horse.

so around what level do you think one would have enough money to purchase something like this? 30? 40?

No I am sure you can afford one much sooner.  Kinda depends on how much money you spend on gear and how much you have leftover to maintain your house.  I would look at getting into a guild and seeing if anyone there can help you with the materials and help you find a good house plot.  They are cheaper the farther away from large population centers they are.

You can get a normal mount at level 10.

You can get a slow mount at level 1 through /claim, though I think that was a veteran reward, so new players wouldnt be bale to get it.

You can get a flying mount at level 50 (the old maxlevel). There are three options I know off:

- Long questline for the Griffon. The improved Griffon (needs very hard raid encounter) is the second fastest flying mount.

- Overland raid boss (Dresla) and final raid boss in APW (Kotasoth) for a Wyven. The special "invisible" Wyven that drops only very, very rarely is the fastest flying mount of them all.

- Through racial faction and platinum one can buy a Pegasus. Needs to screw up your faction really hard (18k or 22k). Interestingly, I have never seen ANY player with that mount, yet. Reportedly its the slowest of them all. Still its also the most beautiful.

Apparently you could have a Pegasus mount at level 10, already: http://vanguard.wikia.com/wiki/Pegasus

"All" you would need is a couple friends who want the same and a named of your choice that drops plat coins (there is no boss you could solo at level 10, no matter your class and equipment, that would drop plat coins), and enough copper and silver faction coins for your city to gain 18k faction (22k if its not your own city).

These silver coins could origin from highlevel characters.
