What little details we've known about the upcoming Dominion expansion to EVE Online centered around changes to sovereignty gameplay. Today, those changes have been fleshed out with details on what sort of sovereignty system changes we can expect with the release of Dominion later this year in a dev blog posted on the game's official website, entitled "Sovereignty - Breaking the Chains".

The first, and possibly most important adjustment to the sovereignty system is one hardcore 0.0 players will surely appreciate: sovereignty will no longer be tied to starbases.
Other notable sovereignty changes mentioned include:
- Sovereignty levels will be no more. The system will be binary, you either have sovereignty, or you don't. Instead of levels, alliances will be able to "plant a flag" in system in order to gain control.
- As a result of controlling a system, its upkeep will now become your alliance's responsibility. This means things like stargates will be subject to maintenance fees for as long as you control them. The more you expand, the more you will be responsible for.
- Infrastructure is a new aspect of sovereignty being introduced with Dominion as well. Alliances will be able to develop the systems they control, giving value to systems that players may have viewed as worthless in the past. Now, you'll be able to invest in three different areas of insfrastructure: military, economic, and industrial. Players will be able to make improvements that allow them to discover valuable resources in systems that may currently be considered barren, for example.
- The introduction of a "Sovereignty Dashboard". This new feature will allow for higher level alliance or corporation members to monitor the happenings in controlled systems on a moment-to-moment basis.

Really awesome stuff here. Of course, implementation is still almost everything, so we'll have to see how this ends up--but it sure looks promising as hell right now!
Sounds awesome. I love this type of game where you can control different parts of the game world. Makes logging on that much more exciting when you don't know what could have happened while away.
Sounds great, in theory. I like the idea of actually having to pay to maintain your empire...
I have every confidence that this will work, and add some really nice depth to the systems. If it was AV I would be deeply nervous, but CCP should get this right - they have just been making things more and more interesting. Just wish they would hurry up and add a ground game!
Cant wait for this expansion. I only started playing a few days ago but im excited as to how much this could potentially affect the EVE world. I wonder how this expansion will tie along with DUST 514 that is rumored to be released in 2010. All in all, I hope for a smooth release.

CCP, the only Dev that adds more sand to the box and on a few occasions increased the size of the box.
While other Devs take the box away and give players a pony, CCP stays true to its original vision and to its fans.

If the practise works as well as the theory then this is really going to open up Dominion
finally the small corps can have treaties (when they add them) and be able to reside in space with larger corps while paying 'rent' for the space they occupy.
EvE continues to expand and get better with every update, these guys are a good example of how studios could do with respecting their customers, they give us what we want, I love that pony analogy above
So you just popped your EVE cherry Rofl. If you would have been playing for the last couple of years, you would be really amazed because they are constantly making huge improvements.

stargates is that the gates where you jump true, so the stargate becomes the pos or so? Does cost isks too maintain or isotopes like a pos only on a larger scale. So titam can blow up a stargate with his doomsday device instantly.

Stargates are still the same as before, but now individuals who have sovereign over an area pay an upkeep cost for control of that empire.
When they fail to pay the upkeep for that area,, they lose dominion over it. The area would then come up for grabs.
I imagine, the more gates there are in a system, the higher the upkeep. Controlling a high traffic hub would probably be very costly.
