Link to Rifter Setups:

Just use Tech 1 or named versions of the fittings for now since your low skill.

Agreed, but to note: in the battleclininc - find a good one that you can train for in the future I found one that makes my Rifter a very fast ship and a reasonable tackler - but you have to get those skills up first.  Best part of EVE is the research you need to do. ps I use the battleclininc builds founf in EVEMON linked to each ship.

For PvP; use the link provided above.

For mission running (PvE); i would highly recommend the following setup:

[Rifter, L1 Missions]
Power Diagnostic System I
Power Diagnostic System I
Power Diagnostic System I

1MN Afterburner I
Small Shield Extender I
Medium Shield Extender I

Rocket Launcher I
150mm Light AutoCannon I, EMP S
150mm Light AutoCannon I, EMP S
150mm Light AutoCannon I, EMP S

Just replace the items with best named stuff you can affort. (for example 150mm Light Gallium I Machine Gun)

That is what i used when i was doing level 1 missions, it served well and i did not have to EVER jump out of mission in danger of getting destroyed, not even from the hardest ones (worlds collide etc).

Also, get EFT (eve fitting tool), which is really nice program to play around when you fit ships.
