Depends...there are many ways how to solo. Posted fits are gank fits - so you want to engage targets you can kill fast in 1v1 and run before reinforcements arrive.

imo, amarr in general make poor solo ships. Also game balance is horrid.

Best solo BC are: Cyclone, Hurricane, Myrmidon.

If you are new, you should start with frigate PVP first. Join Faction warfare or Red vs. Blue.

PVE is also a broad term but general rule of thumb is that bigger = better for PVE. Remember, ships are just tools and you should use best tool for each task.

Those fits will get you killed solo, the shield Harb was good in the hands of an experienced pilot but with the current meta it would be a hard ship to get results from. The Armour fit lacks in certain areas too, no ECM drones or frigate defense mainly. A better solo fit would be,

Light drones for small ships, ECM drones for gtfo and as a force multiplier. The neuts handy in lots of situations. You might want to think about getting an Omen though, cheap as hell and more mobile. Not all that much reduction in damage output either, BCs are in a sort of sorry state now T1 Cruisers got buffed. They used to be king of the hill cost Vs performance wise. Not anymore though
