1) If i use a single health buff (ie health surge /max 221 to health) and use a team health buff ie (methabolism booster/max 196 to health) on the same person does it add 221+196=417 to health or does one override the other or can both be running but only one is effective thereby wasting NCU. hope that made sense.

2) What does a health delta buff do (ie hearty constitution/health delta +8) which means what ??? have tried to use this and so far it looks like a waste of NCU space but then again i have no idea how it works.

For your first question, it would override because it's the same spell just upgraded. If they're different, it won't override it. For the second question, "The target becomes much more healty, increasing the natural regeneration rate slightly." That means it regenerates your health over time.
