A hugely wrong assuption you're making is that DF is a lot more work than WOW. it's not. they're probably about the same, it's just that WOW's main content is its scripted quests and raid content. Darkfall's main content is its world and its conquest and combat systems.
Also, WOW had roughly the same number of core programmers as DF (<10). WOW has a lot more artists, animators, quest writers, testers, PR, etc.
It's true that DF will not have anywhere near WOW's level of quest & raid content, at least, not the way that WOW does it, because DF is not that kind of game. If you're a PVE-loving carebear/raider (sounds like you are), then you might not get much out of Darkfall, we'll see.
Darkfall's main content will come from the players themselves through player-built cities and fortresses, clan & alliance wars and politics, and factional infighting, much the same as how EVE currently works.
sandbox game != themepark game.
There is no reason for Darkfall not to have as much PvE content as WoW. Dont forget that WoW at start had one raid instance, they add stuff later in patches and expansion.
On other side i belive in Darkfall as game when i see half finished crap released lately...
