/who all returns all players from world if not further specified and if there are less then 40.

If there are more than 40 it stops at 40. You can only get the number on a server by doing commands like /who all 1 10 /who all 11 20 or /who all bard for all level-ranges, classes and so on.

There is no command available in vanguard to get the number of players on a server if more then 40.

There is no command in vanguard which tell you how many people are on a server.

/who all stops at 40

For example:

/who all on halgar at any chunk = 40

#who german (e.g. german channel) = 75

That /who all is just the chunk you are in and that command will not return more that 40 players before it maxes out.  There are hundreds of chunks.

There is the answer. People who are misionformed should stay quiet.
