300,000 people download H1Z1 within 5 min since early access launched, i'd say the majority of the people are actually not sick of early access :)

In retrospect even though i believe that people should see and read this as something to benefit future people asking for advice

the discussion between gdemami me and in smaller part stevebombsquad, it is in no way contributing to the request for advice of the OP and is complete derail in which the sheer number of posts would do more to deter the OP and anyone else seeking advice than to make them actually search through all this to see if there is some good advice in there.

I would ask the forum to staff to consider in addition to an obvious choice of just erasing all posts in this thread after they derailed from the initial discussion, to possibly just cut and paste them into a new forum thread named in the spirit of :

"Which recent windows oem version license is transferable or not and why" or anything similar.

It is my personal opinion that it should stay available on the forum atleast for a little while.

Whichever decision you make is the right one, we are but guests on this forum and my idea just a personal suggestion.

I was never confused on points of the topic we were and are currently discussing, only perplexed at some of your answers

At this point whether i know anything about the topic or not is not relevant because i have provided irrefutable proof to prove you were not right in your assumptions, you have also i imagine inadvertently provided the same proof the proves you are not right and presented it as proof that you were which is incorrect by nature of the irrefutable proof in itself.

Something that is possible and works, and person on this forum has done cannot be a choice, but is actually ignoring of the truth and the possibility and the action of doing it, it's the equivalent of a ostrich bird putting its head in the sand.

Whether you or i agree or disagree that it is possible to transfer the licence from a motherboard to motherboard in the context of our discussion, is irrelevant, because there is irrefutable proof both material and digital that it is possible.

And if either you, me or anyone else would continue to argue that it is possible or not possible is pointless because it has been already performed and proven in multiple conditions.

First and foremost this does not make much sense,

Secondly I will ask you two questions:

what do i need to be helped with in the context of our ongoing discussion ?

And how is it relevant to whether a person can change his motherboard and keep the OS initially locked on the previous motherboard ?

and lastly the reason why i say that what u wrote in the previous post does not make much sense is because it does not appear to in any way progress or conclude our ongoing discussion, but instead derails it further and poisons the topic for those seeking help about pc part building in the aforementioned topic.

The first link you posted proves mine and stevebombsquad's point and disproves yours.

The first point refers to terminal services.
The second refers to Windows 8 OEM PUL, the exception talked above.

Details on Windows 8 OEM PUL:

http://personaluselicense.windows.com/en-US/default.aspx

The second link is conjectural in nature because a) it does not reference anything to disprove or approve of either your or my point.

b) is conjectural only in a hypothetical sense because there is no wording of proof that it is referencing windows 8.0 but is by assuming that the page is updated for windows 8.1 referencing windows 8.1 licence agreements which are not applicable as windows 8.0 agreements.

which means your initial conjecture that it proves or disproves that u can change motherboards (nowhere to be found on page) is a conjecture in itself, because there is no reference that those are actually windows 8.0 terms which makes the evidence invalid.

The second link is a previously discussed link which holds the multiple times quoted and mentioned quote and observation that a change in motherboards allows this specific piece of software to be reused.

No wonder you think I am changing my statements or even being proven untrue when you are so much confused on topic.

Let me help you out with links I posted at the start of the discussion:

http://www.microsoft.com/oem/en/licensing/sblicensing/Pages/windows-licensing-for-personal-use.aspx#fbid=abmvv1M-A2-

http://www.microsoft.com/oem/en/licensing/sblicensing/Pages/licensing_faq.aspx#fbid=abmvv1M-A2-

After you study it carefully, feel free to ask questions.

This Quote is exactly what i paraphrased in my previous post, you have essentially posted proof that what i said is true as proof that what i said is not true ?

Quote "

  • Can only be used by one user at a time.
  • Can be transferred to new hardware, if removed from the prior PC.

"

Which in turn means that the first link you posted proves mine and stevebombsquad's point and actually disproves yours.

It does not depend on my agremment.

If you want to stick to letters and do not own PUL, then the transfer would be illegal. However as I stated already:

The practice is that you state the reason for change of hardware being faulty MB/CPU and they will activate your Windows without any questions. As poster above said.

MS does not give a flock, OEM and Retail prices are merely the same now or minimal price difference. I guess there will be new licencing with Windows 10 and they will get rid of this ancient OEM mess for good.

It is up to each own whether they want to follow letters or practice.

You are like a broken record, your answer "It does not depend on my agremment." does not make sense nor does it answer the question it was intended for (I just want to make it absolutely clear, I am not talking about your misspelled word i didn't notice it until a few minutes after i quoted you :( I am talking about the whole sentence in general, i am just afraid you will misinterpret it and produce an unnecessary misunderstanding that will distract from the already unnecessarily derailed discussion)

"it is up to each own whether they want to follow letters or practice". does not make sense as a quote for what was quoted.

The hardware does NOT need to be FAULTY (Mobo) to transfer the licence, the only thing required is for all traces of it to be uninstalled on the machine it is being transferred from before it is installed on the machine it is being transferred to.

You stated that it untransferable.

You previously stated that OEM licenses were not for personal use and that it could only be done when something failed in the system among other tidbits of misinformation. All of which were not true when you speak of Windows 8.  You can backtrack and obfuscate your arguments, but everyone sees through that.

I agree this needs to be explicitly stated, gdemami has changed and adjusted his answers multiple times during this discussion in the moments they were proven untrue and misleading.

Which in turn if not rebuted will lead to hundreds of dollars wasted for people listening to his advice, which is the only reason why we are still answering his posts :( :(

I will overlook the ad hominem you threw our way and simply ask you:

Do agree that the licence is transferable multiple times as to help a user save money when changing their pc parts(specifically motherboard) and save money to buy a better pc component ?

Secondly your "exception" allows you to transfer more than once, which makes your observation untrue.

It does not. To transfer the licence to someone else is exceptionally permitted only if you are first licence user. Meaning that the new owener cannot further transfer the licence onto anyone else - 1 time deal.

Those are only exceptions, the rule of non-transferable still applies.

I would also like state it again, whether or not u can transfer the licence to another person was NEVER the question or the POINT of this discussion, it was always only a matter of can u buy a new motherboard and not have to buy a new OS.

U have intentionally skimmed the point and course of all discussions to produce grounds for arguing time and time again.

The licence is transferable infinitely in the context of the initial discussion, before it got derailed into a semantics debate

Exception does not make the rule.

The rule is NON-TRANSFERABLE, the EXCEPTION is tranfer within the owners systems.

The exception does not defy the rule, the licence is still non-transferable. You cannot take the licence and give it to someone or sell it, and it only applies to PUL, other OEM licences do not allow the exception - ie. if you bought branded machine.

You actually can take the licence and give it to someone else moderately easy

edit: resell attribute was so far down the ladder in my thinking that u actually managed to confuse me and stevebombsquad for a moment there  :(

I will quote microsoft employee again : "You may also transfer the software (together with the license) to a computer owned by someone else if a) you are the first licensed user of the software and b) the new user agrees to the terms of this agreement. "

Yes, that is still the same exception we talk about...you need to be a first licenced user of the software.

It is just an exception to the rule that firmly states that the licence is non-transferable. The exception allows you to transfer once and no more, it is non-transferable.

I am not wrong, you are the one not following your own links and trying to pass very specific excpetions as rules.

First and foremost you have made a logical fallacy in this sentence :

"The exception allows you to transfer once and no more, it is non-transferable."

Secondly your "exception" allows you to transfer more than once, which makes your observation untrue.

Stevebombsquad is actually right and both Quizzical and Gdemami are wrong in this case and have not done their research :)

http://answers.microsoft.com/en-us/windows/forum/windows_8-windows_install/transferring-a-windows-8-pro-oem-license/f78ed043-a620-4387-83d3-ff460766faa7

and here's the proof : You have a Microsoft employee telling a customer that his Windows 8 OEM Pro System Builder licence does indeed come with transfer rights and i quote :

"Yes, the Windows 8 OEM System Builder license comes with transfer rights, so you can move it to a new motherboard and reactivate by telephone"

He then procedes to explain how to perform the transfer from one pc you own to another :

1. Press Windows key + X then clickRun, then type: slui.exe 4

2. Next press the 'ENTER' key

3. Select your 'Country' from the list.

4. Choose the 'Phone Activation' option.

5. Stay on the phone (do not select/press any options) and wait for a person to help you with activation.

6. Explain your problem clearly to the support person.

Yes i wasn't 100% clear and i apologize, u can reuse 8.0 for personal use after u make a new pc, that's what i meant from the start(transferable as in you can even transfer it from your old motherboard to the new motherboard you bought). Sry for the confusion

Info on whether windows 8/8.1 licences are transferable is extremely conflicting, i've found dozens of people claiming they did it, and dozens not, however i've just confirmed that everything Ridelynn wrote is true, Windows 8 OEM is transferable, 8.1 OEM is illegal for personal use ( even though Microsoft still sells it over Newegg and the like !). Microsoft has made such a mess of all of this, that its just sad.

http://www.microsoft.com/oem/en/licensing/sblicensing/Pages/windows-licensing-for-personal-use.aspx#fbid=C4WZRGX92xl

Microcenter has a $200 deal on 4690k and a $160 deal on 4590 which is a incredible deal, and if they can go and buy any of these 2 right now while this discount lasts that would be a huge help for the build.

if there's any chance they can go for $900-$950, they should get the 4690k+Asrock extreme 4 bundle for $300 before rebates

http://www.microcenter.com/site/brands/intel-processor-bundles.aspx

and if ~$900 is too much, they should buy the 4590 for $160 as fast as possible before any other parts, there's also full windows 8.1 at micro center for $108

http://www.microcenter.com/product/435242/Windows_81_32-64-bit_Full_Version

Windows 8/8.1 OEM licenses are transferable between computers unlike previous windows ones, as long as they are only installed on a single pc at a time.

However that does NOT help anyone making a new pc, because they're coming from Windows 7/Vista or XP, ...

Unless you already have windows 8 on your old pc, you CANNOT reuse your OEM license !

yes the prices unfortunately change rapidly, and yes because the xmas/new year sales are over unfortunately rebates are the main source of discount, and not as desirable, combos would be much better. Not counting rebates, i don't think it's possible to get any variation of the build under $800, or specifically 4590/4690+290 under $900-950 :(

I've intentionally limited the seller choices on my pcpartpicker pages to 2, so that switching to a different store u can get similar  parts in the similar price range at for example microcenter.

Now there's a trick to constantly keep prices cheaper, always keep an eye on SSDs, they regularly go under $100, but which ones does  changes, power supplies and optical drives have discounts regularly, and by double checking which ones are currently cheaper u can save money there too, which graphic card is cheaper also regularly changes.

Unfortunately unless you're buying the parts pretty much immediately and on the same day, the savings are not actually gonna be there tomorrow, and the whole build needs to be refreshed and parts changed constantly.

If your system is not designed for newer tech a new card  will either offer very little or simply not perform up to specs.PCI3 was likely not on your motherboard so your card would likely under perform. Also your system is as strong as it's weakest link, your gpu still computes with the cpu steadily, games and tech have not got it right yet even though games SHOULD be running mainly off the gpu but are usually running more off of the cpu and caching.

No current card in existence needs more than PCIe 2.0 x8 to run properly, heck even using PCIe 3.0 x4 you're utilizing more than 95% of the card almost all the and will experience no slowdown, so upgrading to PCIe 3.0 just for the sake of having the ability is just a bad idea and a waste of money currently.

http://www.techpowerup.com/reviews/NVIDIA/GTX_980_PCI-Express_Scaling/21.html

Scaling on medium-tier cards is even less, 980 is just the most extreme example.

Putting a i5 into a H81 is like putting a V-12 engine into into a broke-ass 1970s-1990s Ford Escort or some equivalent ancient small town car, it just doesnt work unless all u ever do is turn on the pc and browse the internet.

Obsessing over Intel and ignoring and hating AMD at every turn makes the validity of your price/performance suggestions non-objective and pretty bad.

Please be more objective with your suggestions, or stop assaulting and impeding Quizzical and everyone else who doesn't agree with you on every turn.

Now that we've got these silly shenanigans out of the way let's actually focus on proposing a sensible solution to the op,

Tweaking Quizzical's build a little bit there's basically 2 main options, and a 3rd which i prefer the most but is more expensive:

1)Slightly tweaked Quizzical build with intel cpu(i5-4590+285) @$852 : http://pcpartpicker.com/user/Dogzilla/saved/27yypg

2)Slightly tweaked Quizzical amd build(fx-6350+290) @$838: http://pcpartpicker.com/user/Dogzilla/saved/cqWPxr

U either sacrifice the graphic card or the cpu, and the 3rd build is my recommended build :

3) i5-4590+290 @ $919 http://pcpartpicker.com/user/Dogzilla/saved/PVbdnQ

In the 3rd build u sacrifice none of the core components but it does go over $900, however, with a newegg combo it's very possible to come to the $900 sweetspot, or to ~$810 with a 280 GPU for the first suggestion or  ~$810 with a good combo for the second suggestion.

A H81 chipset mobo is never a good choice except for a basic office-only like use of a computer, so that's a really bad choice.

a 4460 over a 4690 is almost never a good choice, expect in select circumstances and it is better 99% of the time to save money on a gpu or something else.

The rule of thumb is : if u cant afford less than 4670, and want to keep your current gpu choice and not get a slower card, always go for AMD, the choice to go with AMD is not governed by a specific price range ($500-$600) like some would like u to believe but on other factors.

edit: After considering the current newegg stock, the cheapest i5 cpu that is not a pretty bad choice is  the 4590 http://www.newegg.com/Product/Product.aspx?Item=N82E16819116991 and that saves you $25, however it is always better to save those $25 with a Quizzical recommended combo.

And also as Quizzical mentioned Valens series does not have a good OEM, general rule of thumb for PSUs is to always be sure who the original manufacturer is, that will be over 75% of the decision which PSU to choose, rosewill capstone series has one of the best up and coming psu manufacturers in the world, and the specs are too good to be true which makes it an instant buy and the best 80 gold series performance/price on Newegg.

Which is why recommending Valens series over an EVGA B(much more well known, and respected OEM)  series is a really bad choice, much worse than choosing H81 chipset as a matter of fact (H81 will not burn and destroy 2/3 of the components in your pc, a bad PSU however will).

Sorry for making a second post, just thought I would update for something that may be closer to what you are looking for than my last.

Again, you can tweak the specs.

4790+16g+970+1tb+256gb+500w proper is more like $1100 than what u listed, pre-assembled pcs will never be cheaper than their counterpart unless the company is selling at a loss, or break even prices.

edit: and i've just clicked manaek's link and noticed a $1114 build, the only difference is mine is ~$14 under and was a compiled approximation in my head :)

Sketch, all top 60 CS:GO players play either @ 800x600 resolution or 1024x768, heck 99% of all pro cs:go players play at 1 of those 2 resolutions regardless what monitor they use, a 1440 would just enable them to stretch their twitch, and brodcaster programs more, and stretch out the twitch chat and rearrange their desktop.

Also because ultra low motion blur and similar cannot be used while gsync adaptive sync is on(only when its turned off, its one or the other) the pro players never got to use adaptive sync before, are not using it now and probably never will use it.

However i also don't know if it can be used with Freesync or adaptive sync in general, that would be a problem of can adaptive sync run when strobe is set to 50% or less for decreasing motion blur to levels of 500hz and 1000hz

Considering it doesnt work with gsync it's highly likely it doesn't work with freesync, i vaguely remember reading that the adaptive sync and lightboost/utra low motion blur are mutually exclusive, but i don't recall the specifics of why, John Carmack did a whole huge explanation on it.

If indeed somehow it could be used, then automatically all freesync monitors would become de facto cs monitors and none of  the pro scene would touch anything with a gsync board with a ten foot poll.
