VIP players (subscribers) can start enjoying the new content today, but the rest of the playerbase is going to have to wait until the 15th to purchase the class and quest content from the DDO store.
full patch notes
Artificers use a mix of magic and technology to augment items and blast foes. Wielding rapid-fire crossbows and magical "rune arms," they have a fighting style unlike any other class. They also can build their own Iron Defender, a customizable pet that aids them in battle. Articers are a blend of Rogue and Arcane classes, and can also play a supporting role as a party healer.
For more detail on the Artificer, see the Release Notes.
NOTE: For a limited time, all Artificers will need to start at level 1, and play through all levels of the class. Players can True Reincarnate into an Artificer if they have the Artificer class unlocked, but players cannot swap non-Artificer levels for Artificer levels using Lesser or Greater Reincarnations, and cannot take Artificer levels from the Veteran Status boat.

while the news is recent - its not much different than what was already said in May
EA still anticipates the game will release this calendar year but admits that January 2012 remains a possibility
EA will be announcing a release date within the next 6 weeks
"We're not done until we're done. ... We're not going to know with enough certainty to publicly announce a release date," until later this month or sometime in October, said Brown of the MMO.

from January 2010
While we have not announced a specific date, we can confirm that we are targeting a spring 2011 release for Star Wars™: The Old Republic™
I know its not relevant anymore
but I understand better why fans were expecting Spring 2011

I think it was a fan misinterpretation of EA saying it will launch after the close of their fiscal year (mar 2011)
if you read this link
- its clear EA always said 2011, not spring 2011

I'll be surprised if EA announces a launch date during this month
-- probably see an announcement in October
regardless how it unfolds, people will have fun soon enough ;)

I only know the lore from the game manuals
but Charr were described as a greater threat than humans greed for power
Eventually, as all things do, the wars did come to an end. But it was not the words of the silver-tongued peace negotiators or even the rough hand of a conquering hero that ended the Guild Wars.
The resolution was instead brought about by an even greater war—a war brought by the Charr. In unprecedented numbers, the beasts from the north swept down through all three human kingdoms. Ascalon, Orr, and Kryta, embroiled in conflict with one another for more than fifty years, dropped their grudges and turned their attentions to defending their borders against the new threat.

the date is supposed to be announced this month
EA CFO Eric Brown did say, "In September, we will be in a position to call the ball and give you a hard ship date" following the major beta testing push.

Due to a power outage in San Diego, you may have issues playing SOE games.
Two ways to use "WoW clone" and which one I prefer to use.

I doubt it would ever happen -- EVE will probably be gone before WOW goes
