I have dubbed it "version 3". This is the third of the (so far) 5 different skill systems I've thought up during brain storms and I wanted to share it with people for criticism and possible improvement. I chose version 3 because I like it the most... but my creative team isn't all that thrilled about it >_>.

Section 1-1: Attributes

          Your attributes start out based on your race, with each of them adding up to 50 (a human has 10 points in each category) with 25 extra points for you to distribute as you wish. You can redistribute these points at any time using the "Re Allocate Attributes" feature in the character sheet. This process is instant in the 'newb' area, but takes an hour after you enter the main game.

Breakdown:

5 core attributes: 

Strength -> running speed, melee damage, maximum encumbrance and max stamina.

Constitution -> max health, poison and alcohol resistance, pain tolerance, and stamina recovery.

Perception -> aiming efficiency and target acquisition speed.

Intelligence -> max mana, max insight, max skill abilities known and spell casting speed.

Willpower -> mana recovery, insight recovery, spell resistance and spell concentration.

          Attributes modified by equipment:

Agility -> based on a percentage, agility is a maximum of 100% and a minimum of 1%. This is how easily a character can move. Heavy equipment will lower this. Some buffs can increase this beyond 100% to a maximum of +50%

Speed -> based on a percentage, for each point in Strength, running speed increases by 0.5% to a maximum of +50%. Heavy equipment will lower this to, at most, 25%.

Appearance -> based on faction, race, clothing appearance, clothing color, and any body modifications. Factions have a set of rules for this, and will increase or decrease depending on what the player looks like. The higher the number, the more that faction likes how you look.

Health -> this is the physical status of your character; when your health hits 0 or below, you're knocked unconscious. You take health damage when you are hurt physically in any way.

Stamina -> the physical energy your character has. Doing anything physically requires a certain amount of stamina. If your stamina hits 0, any actions you do take a -50% efficiency penalty (attacks, sprinting speed). You will begin to degrade your health if you continue strenuous physical activity for 2 minutes over your stamina limit without letting it recover.

Insight -> your character's mental energy, which is expended whenever you do anything that requires an extensive amount of thought (casting a spell, crafting an item, studying). If this pool reaches 0, your character cannot think clearly and thus has limited concentration when casting spells and may be more prone to failure while crafting.

Mana -> the connection your character has to the nether planes. This can be increased in various ways, starting with studying spells and their effects. Mana limits the amount of divine, elemental, or arcane energy you can use at one time for a spell. If a spell is cast when you do not have sufficient mana (but there's still at least 1 point), the spell you cast will give only the minimum possible effect (minimum damage/healing from a spell). If the mana pool reaches 0, any spell you cast will suffer a -50% effect magnitude from the minimum possible effect (reduces damage, healing, ect.).

Core attributes do not increase with skills; they are set at a the racial base number +25 re-locatable points and possible buffs. Core attributes will not go above their racial base +100, buffed or by any other means.

I'll add the skills later. Need to re-format them into something more readable.
