Not sure where you're going with this, as playable classes? Not gonna happen I'm afraid.
4. Battlegrounds (people can roam free of the lands and not be attacked but if they wanted to go to a certin area were they would battle it all out)
Good Idea for WoW, but won't happen in LOTRO, no PvP. Ever.
5. Prision (just a little idea were you can be put in prision for breaking the law if ur Horde then you get captured thrown in jail if ur alliance aka Hobbit,Human,Dwarf,Elf,Outlaw then ud be thrown in prision for say about 5 minutes you could explore your cell try to escape get a friend to help you out you know all the fun about it try to escape from a lock prision fighting the gaurds stealing there keys pretending your dead all the things tht be kool about a game like trying to break out would add another minute on if ur caught if your a wizard and put in jail your magic is drained so you can only use minor spells that wont affect as much as a higher spell would.
Now what player in their right mind would consent to this? So many people in the 'Gaming Demographic' already have attention spans the sizes of a gnat. Would this keep them interested?
6. Mounts Hobbits,Humans,Elfs,Dwarfs Can all have diffrent mounts Like Hobbits Can Ride Pony's but can also ride a horse but prefer pony's Dwarfs can get mount ram's elfs can get A Tamed Forest Creature.
Supposedly the first expansion will include Rohan, as well as horses. As for whether they will be mounts, let's keep out fingers crossed.
7. Fighting On Mounts you can charge into battle on a fiercom mount instead of needing to come off of your ram just to get into combat (Very Pathetic You Need To Dismount In Alot Of Games)
I'm sure you don't see this because of technical issues. Think of the amount of animations required to portray this, not to mention collision detection. Would be cool though.
8. You can see yourself getting onto the mount instead of like the hands moving then mount apears out of no were at all and like Eh?
Again, could boil down to tech. But would add so much atmosphere.
9. Can change side very easily if u want u can go learn dark magics or dark combat while your king thinks your on the side of good instead u turn to the side of evil and you can just turn on your own kin so easily (would be fun to lead your friend to somewere and then turn on him and say join us or die somthing along the lines of that
)
Since there will be no REAL evil side to play, I don't see this happening. But even if it were, I wouldn't think this a good idea. It's nothing more than a way to appease the easily bored. Not to mentions keeps people from committing to a path for the character to develop. Imagine jumping back and forth and missing some great higher level abilities? Would get boring I think.
10.Being able to play music would be a good one for as i suggested above player owned houses you could throw a party and play your own music even smoke some of the Finest Weed in the shire as bilbo says
That is one thing I'd like to see Turbine take from WoW. Many times I'd be playing WoW and listening to music that I felt fit whatever I was doing better. Usually it was the LOTR soundtrack 
11.Having a lord or being a lord you could be a lord or a lady owning your own castle with a city that would bring in tax below but if some one wanted your castle and descied o yes i want that had to lay seige and all the people living in your castle would scramble to your defence and all the wemon and children would run up to the castle while all the men would stand and fight Also be able to hire npc gaurds to help defend your castle. Your Men in your city could also tratior u telling them were your exits to the city was and the easity way to break in would be from the Say the Tower House Then they would have to go away and collect For e.g Wood,Rope,Stone all by themselves to build Trebuches
Interesting idea, but not one I can see being pulled off at all. First, doesn't fit with the Lore of Middle Earth. Plus EVERYONE would want to be a Lord of the Realm. Now granted that could be a great motivator to advance, but unless were some serious social aspects to skills, the game would fall into a powerleveling contest. Pharmer's Delight!
12. Being a pesant in a city you could be a pesant paying taxes and if u were sick of it and u didnt pay up your lord/lady would throw you out the kingdom were you would be banished and forced as an outside. you would have to build yourself a fire a house a bed (all the things u would need for a house)
Again, doesn't really fit into the Lore. Normal folk in Middle Earth just did their thing. The only examples of serf's was the farmers counry folk of Rohan and to a lesser extent, Minas Tirith. The Paying of Tribute was seen as an act that only a servant of Sauron was comfortable with.
13.Maybe even have Weddings in the game you could join up with e.g a female gamer and have a relation ship with them and if u had e.g been in a long enough one with them you could ask them to marry and u could see the ring on her finger to show she was marryed
I'm sure we'll see events like this. Even if a game doesn't really allow for it, I've seen many players get really creative with their events, including weddings.
14.This is just a suggestion i would like to run through every one. Maybe you could start off as a child and u could earn your way by learning the way's of what ever you want to learn and then you can grow up and when u grow up u can change your person apperance and upgrade its skills
Interesting. You'd have to decide what the rate of growth and maturity would be, and even then some of the longer live races, you could playing an adolescent character forever. That could bring up problems of not allowing players to access some of the really kick-ass content (battles) till much later in their playing experience. maybe even a year after they started! 
15.Schools for my suggestion (14) if u chose to be a child u would endure school for rougly 20-30 minutes you would learn Swordfighting,Enchanting,Gathering,Singing,Playing Music but you can choose your actions u can choose to misbehave and ignore the teacher and be bad but lack of education can make u turn (Evil) so then u end up running with Sauruman and his crew :P
LOL. Interesting idea. But think of this: Isn't the grind to gather experience points and level up just really a form of school. It's long, boring and seemingly pointless until sometime way later down the road you actually get to use one of those skills?
16.Home Towns But every 1 has a diffrent home town so like in some mmorpgs u need walk into a place (and have so much lag its unbalevable)
Do you mean that every player has their own singular hometown? If so, I don't see why it couldn't be done, as an instance. But how could you resolve the logic of thousands of people on a server each having their own hometown and yet still be able to not see little villages crammed together from the White Downs to Rivendell?
17.Wizards You could become a wizard but only if u worked hard and earn (15) and education and were taught by e.g Gandalf tought u Fireball spell or Sauruman tought u how to Raise the dead but u would have to work hard to earn there trust Gandalf would only teach those who were pure and rid of evil and saurman would only teach those who were evil and rid of poor
Hmm. I'm afraid that's not gonna happen. I posted some reasoning's why not under another topic in this forum. Basically, it doesn't fit within the lore that Turbine is allowed to use per the rights. See, there just wasn't many people in Middle Earth throwing around Fireballs and changing each other into toads.
18. Massive lands were you can have raging battles with your fellow friends (guild members) were you can charge at the enemy but e.g Horsemen Vs Pikemen/Archers Then the horsemen could charge down the hill and then the archers would shoot at them and if ur injured badly ull fall of your horse and hurt yourself even more but if u survived u could trampled the enemy at will
Again, no PvP. Sorry, ain't gonna happen.
19.Use all weapons i think using any weapon u could find would be a bit fasanatin because u could find a stick and then run about with it or u find a rusted sword u can just run about with it
This is an idea I've wanted to see a developer implement for a while. Successfully pulling it off is probably a huge technical hurdle. Being able to use surrounding abjects, in a non-scripted, non-linear fashion could make for some very interesting gameplay.
20. Roleplaying i think there should be roleplaying servers were if you want to roleplay instead of Pvp/Pve then u can just wander about talk in the Rp Talk instead of the normal talk
Being an old pen and paper RPGer, I'd like to see this too. I'm not into RPing ALL the time, but having an alt on a RPonly server would be just fine with me.
21. Every one should look very very diffrent lots and lots of faces,hairstyles,eyes,mouth's,noses,arms,Highet,width, just the look of you be very diffrent to the other person so youve got a diffrent personalty instead of every 1 being the same
I agree. A good deal of character customization is a pretty important thing. Helps you feel more individual in the world. Instead of just being another Night Elf, or Gnome. Not that I'm speaking of any game in particular here or anything.
22. Weather System. i have an idea about a weather system were one day it could be lashing of rain outside and u could be marching off to war and the thunder and lightining is banging on above you while your in combat or maybe its raining and then it floods a river in the city and it could start to flood the whole city (things like that to liven it up a bit more than the usual pish posh)
A good, realistic weather system is something that I've really wanted, coupled with a real-time day-night cycle, perhaps even real-time seasons. It's not improbable. SWG had an ok weather system. Probably the best I've seen was in Elder Scrolls III. Excellent weather system.
23. maybe looking after your persons weight if your person gets fat maybe making him work out and train harder so he becomes fitter e.g Your charecter is Overweight then his running shall be slown down and his attack speed if he is fitter he shall be able to attack faster and run faster
This could be interesting. Perhaps it could be affect you encumberance and speed in combat too? huh. But damn if that doesn't sound like work to me. I wouldn't be against trying it out. Maybe if it were an option, like a difficulty setting.
24. When its night time and patrol is wandering about maybe patrol might stop you and say do not leave the village for the is evil lurking about out there and then off he goes
I'm sure we'll see something like this. A video I saw of some of the Turbine folks showing off a demo of the game, as well as a rough layout of Archet (Human Starting Town) and how the game will likely start, they mentioned they wouldn't give the NPC's in towns as much of a life-like feel to them as possible, to really immerse the player in the world. Damn I can't wait!
25. Home Run Bussniess as i suggested in (2,11) you can own your own little bussniess were u can gain money but also lose it Run Inn's,Bakers,Blacksmith,Leatherworker,Skinner,Weapon Maker,Alchimest A whole Varity of places u can use to your own advantage e.g own a pub free drink 
Kind of like Player Vendor's in SWG. I haven't heard much about crafting and selling items and how it would be implemented. But I do think the idea of a good strong, player run economy is a great idea. As long as some checks and balances are put into place to discourage huge inflationary markets.
