Hello well i have been thinking and i might decide to try to make a mmorpg but i dont kno anything about the money dealing so I had a question if it is alright

1. Is it still possible to make a very good mmorpg game with about 1000 dollars?

2.Is there any license I should know about for my mmorpg? If there is can you please tell me and how much they would cost? thank you

On my first question see how most mmorpg game takes a team there is only one person and that is me so I was thinking I should start from real small games and working my way up to making my mmorpg? Is that a good idea?

With less money it will take you longer.  Persistance to accomplish it will get you there eventually.  You'll have to spend some money for software such as the compiler, 3D engines, and graphical apps.

Now for launch....  Your going to need bandwidth, website services, and payment services.  If you charge for the software your going to need marketting and packaging.  Of course you have to look at legal issues so count on some legal services.  Also don't forget a staff of network engineers, support reps, ect. 

Your bandwidth will depend on how many users will connect and how much data is required for each user (based on your game requirements).  Most will over subscribe bandwidth at a ratio, say 8:1 or more.  A T3 line will cost you $1500-3000 based on your area.

Break down the realistic expenses and then add a percentage for safety.

Yes, I would start off small.  Build a small game to support a small amount of users, say 100 or so at the same time.  You can write it and operate it with a very small crew.  Crawl, walk, run.

A good start would be to play around with the Kaneva engine. It's exceedingly user friendly and a great place to get your feet wet with all the basic concepts that make up a game. http://www.kaneva.com/ is the url.

If you want to go past the learning stage, you could continue on with them (I can't advocate this since I haven't yet taken it this far, but they DO have a system for it)

Basically, the way they work is that you set up an account with them, they provide the engine, the hosting, the servers, everything but the game. You make the game, and they take 50% of profits, but run your mmo for you.
