The frostbite engone is a poweful, polished, cross-platform (PC/PS3/360), engine. Here's the wikipedia entry.
EA uses it in all it's flagship titles, as does Bioware. (Mass Effect, Dragon Age)
As I said it is used in the latest Need for Speed.
It is not restricted to a "track" for vehicles. You can drive a jeep all over God's creation in Battlefield 3. Flying is a bit limited though; ergo my idle speculation.
And before you point it out, it's not used for MMO's.
So again, if the Austin job listing is SWTOR related, and not another project, I would guess a swoop racing mini-game.
But really it could be anything. Perhaps they need to do some of DA3 in Austin for tax reasons or a federal jobs program, or obligations to Texas to maintaiin a certain staff level in Austin for local tax purposes.
