I'm putting together a budget build for a buddy at work and I'm not as up-to-date on the new hardware as I once was. He just wants it to be able to play Skyrim and Guild Wars 2 on high settings and he budget is about $600-$650 w/o a case (he's going to pick out his own). He already has mice, keyboard, moniter, and OS.
So this is what I put together for him:
Seems a pretty basic build but any suggestions that give him more bang for his buck would be greatly appericated. Thanks!

That's not a cpu. It's an apu - cpu & gpu combined.
Seen as you have a dedicated gpu. You should just get a cpu. Now as you ate going budget, you are probably right to go AMD. But what you want is a am3+ motherboard and a new piledriver chip - probably the 6300

On the power supply, you seem to be trying too much for wattage and not enough for quality. This is both better and cheaper:
This is better yet and would have plenty of wattage for what you're going to build today, but the lower wattage would preclude the option of eventually converting it to a high end gaming rig:
You can get substantially cheaper memory with the same specs:
It would really be nice to get a faster processor:
And if you can squeeze an SSD into the budget, it would be great:
If you have to drop down to a 1 GB version of a Radeon HD 7850 to fit an SSD, it would be worth it.
