This concept is acutally a quite good starter, you have obviously thought a lot about some things but quite evidently you have missed some things as well.
One thing I think is good is the PvP focus. PvE is for pussies! You've got your full world pvp, but I didn't see anything about warfronts/battlegrounds. Mind you, I did only skim over the writing, I apologise if there is actually an article on that.
But then you've got the whole sandbox thing. Any real gamer that reads it is a sandbox will instantly drop any ideas of playing the game seriously. I extremely highly reccommend making this a downloaded/launched MMO, or whatever the opposite of sandbox is called. Full-loot from kills, to me, is a put-off. Through my eyes I see a gamer picking up his $3000 computer and throwing it across the room when he loses all of his things in one single kill. I don't really see how someone vould get their gear back after death, if their killer took all their things and to get more gear you have to kill someone else who HAS gear. I see gamers leaving.
You need to go over the 100% PvP focus. Even a little PvE wouldn't hurt. (again only mentioning this because I didn't see anything in the script, and again I apologise if it was mentioned). Maybe that could be one way for players to get gear improvements. What about currency/trade? Is there a storyline? Even the most PvP-focued gamer enjoys a good storyline to follow. There's no point running around killing the enemy faction if you don't know why they are your enemies.
Overall, a lot of things here need thinking over. I know this is only a small project for you to get better at concept art, but if you were to get a full team together and really work on this game I think you could actually turn it into a decent MMO.
