It's set to start at 12pm PDT, which is GMT-8.

As we speak (or write) right now, there's 4 and a half hours left before it starts.

You can calculate on behalf of those informations at what time it'll start for you. For exemple, i am currently in Belgium (though i'm playing on NA servers, because i do normally live in Canada). By an easy calculation, i know that i'll be able to play by 9pm !
