That is the Chinese server, they have given up on all things to do with banning bots so they do run rampant. This is what happens when a game is run by a third party rather than the developers. The easiest way for Aion to stop bots is to region lock the servers. The Korean servers are already region locked I believe.

The chinese servers are not run by Plaync. Plaync policies agaisnt bots are stronger.. And if you see a bot, write down the names and call a Gm.. or ghostbusters :3 If you watch The Karate Kid backwards it's about this karate champ that just kinda slowly becomes a pussy and ends up moving back to Jersey
