So they chose free transfers to deal with this. How is this fooling the players? They got what they asked for. Oh and if you dont understand the difference between merging or transfers of characters, maybe you forgot about the player cities? They had to come up with a fix for the resource transfer otherwise the CTS would have been a failure. But make no mistake the CTS was in essence server merges. The transfer from servers will never recover which will make it easy for SOE to close them. They never denied that server closure/force merges would not happen...they just said "not at this time".
