I recall reading somewhere that this would be funded by micro transactions, but I can't seem to find the info now.

The devs have said that Stargate Worlds will be the standard buy-then-pay-monthly-fee model You are probably thinking of an interview with Joe Ybarra that said he thinks that the future of MMO gaming will be microtransactions. But, SGW will definitely not have that model. |
