Without a doubt - Anarchy Online, it was virtually unplayable at launch.

others would be

Neocron 2 - no one cared and the marketing was non-existant

VG - but most had low expectations due to the whole Sigil collapse.

Nothing comes close to realms of krel it changed names like 10 times but thats the one i remember everyone bought it 3 days later they game was closed down. And no one got a refund.

Boredom is in the temperament of the beholder.

Dark and Light, Vanguard, Anarchy Online, MxO, etcetera are all still running.

Therefore, I point out Seed. From what I've heard, it launched in a nigh-unplayable alpha-like state due to investor pressure, and closed shortly afterward.

I followed SEED for a bit it did better than that, there wasn't enough people playing I think is what happened. Gaining social items also was a problem, e.g., tools to do some social quest. I never played it but the whole genre interested me so I spent some time on their forums. It had a good premise, but unfortunately they closed down.
