I'm search for a long time for Game Cards (Pirates of the caribbean online) but find nothing

I tried to get this for a freind in england who is playing but so far no luck at all.  the only place i know of who sells the game cards is Target, a retail store in the USA.  I asked Disney about this issue and they said that right now that is your only recourse, to buy them through Target.
