I played in beta and then for a bit after launch before needing to leave the game to handle an increased work load and a move.  Everything has settled down and looking to get back into the game.

 

Is it too late to get started, reach the level cap and begin raiding and such?

I'd say its the perfect time to get re-started.  Lots of new content already in play, and an expansion looming on the horizon.
