Not quite true it would seem.  This supposedly straight from Mark Jacobs himself, there will be:

Core
        - Enemy factions can only attack each other if both players are flagged for PvP
        - Players are automatically flagged for PvP upon entering RvR areas or enemy PvE areas
        - Players can choose to turn their flag on at anytime

Open RvR
        - All players are constantly flagged for PvP, even in areas that are normally for PvE

Core RP
        - Just like the Core server, only players are expected to roleplay their characters

Well my choice is easy for me! I love to RvR/PvP so i'm going to choose a Open RvR server. Like the devs say: "War is everywhere!"

I'm still up in the air about this as long as I don't see Dwarves or High elves in my area doing quests I really don't see a need to play on a open RvR (at this time).

I have to see how the PvP dynamic works also before making my mind up about it.

Not sure. Playing on Open RvR server means you're likely to get ganked when doing quests. However it will probably be more focus on PvP and more action, and considering I like to PvP I'm leaning towards Open RvR server. While I on the other hand may find PvE enjoyable and want to focus on that for some time, and then I might find it annoying to be constantly attacked by the other faction.

Definitely Core.

With the large amount of RvR content available, I will have ample opportunity to RvR as much as I want to, when I want to. When I just want to quest and such, I do not want to be constantly watching for gankers.

Some people enjoy this aspect of the game, and that is fine, but I prefer to be able to relax when I am in my own lands.

I know there is a kind of Bravado to say I was in on an open PvP server. But in the end, I think I'll enjoy Core a lot better. IM sure those who play open will call me (and everyone else) a Carebear

 Open RVR/ RP sever if there are anyone to join.Though i know form other games that the RP idear is never gonner work. Becuse there are nothing more, ego, and hardcore play then to think, talk and act as a roleplayer. 

If there is enough demand, there will be Open RvR RP servers.

At launch, I am pretty sure people will be begging for at least ONE to be opened.

I'll be going there not so much because I am a roleplayer who makes up fancy (but boring) stories and speaks in long-winded emotes, but because:

~ Players will at least try to name their characters will lore-appropriate names.

~ RP-oriented people tend to really get into the game and the lore and will do RvR for such things as "honor" and "realm pride." 

And ... I like that.

Sure , but with the chicken system , only ennemies in your tier can attack you during pve. So it should be enjoyable pvp since you will be able to fight back . Getting 1 shotted by a lev 40 at lev 10 during a quest is just plain stupid. ( which can't happen in WAR.) . But having a band of equal level guys attacking you make pve more spicy and enjoyable . You drop it for the time being , band up with other same faction players around and fight the invaders ( which can't respawn in your pve zone) . Then go back to questing.

It might even make same faction players more inclined to hang in groups for questing , which would be awesome.

Actually as I understand it the chicken only applies to the core rules not the open server.  Of course, I've heard both this is just the latest.

nope chicken apply to all ruleset . If you go down a tier and attempt to go into the opposing pve/pvp , you are debuffed . Whatever ruleset you play. Only thing that the Open rvr server have different , is that you are always flagged , even when into your pve area . So you can be attacked at any time. Core ruleset , you have to manually turn ON your "pvp flag" when in your own pve area.  But always on a equal tier.
