Can someone tell me how to form a guild do i need a full group  or like wow charter thing ?

To make a legion you will need to do two things:

1) make lvl 10 and go to the main factions city.

2) go to the legion admin office in the main city and spend 12,000 monies to make a new legion (legion rank 1:10 ppl max, rank2: 30 ppl, and so on).

By the time you make lvl10 and get to the main city you should have enough money.  If you don't there are 2 repeatable quest in the main city that will give you $1500 each time you finish both  (go fetch quest's, easy to do).
