Issue 16 has entered into open beta testing, according to an announcement made on the official City of Heroes website. All players need to do to get involved is simply login to the Training Room (test server) and, well, that's it! For players who are unfamiliar with how to do just that, the folks at Paragon Studios have provided a helpful guide to get you all setup. The official announcement can be found here. Also Buff effect have color stacking: Forexample my team had 2 necro/thermals my thermal shield was a more orange/red, the other was black. When we both buffed somone you saw both effects rolling off each other not "dark orange" so no mixing bubbles ont create a "poo bubble" more of a rainbow effect

Total Anarchy! also men get a "Package slider" (N/R) Invunerability has "No FX" options for its welll FX, and color tinting.
