I just saw I had 2 weeks on my account, so I logged in and noticed this large crossed sword with a blank cirlce icon on my screen.  When I enter combat,  the blank circle fills with fire showing a red 100

so what is this?

hmm..  so does this change when I target cycle through mobs depending on how much aggro im drawing from them?

When you are solo it doesn't do anything.  It will always show 100.  if you are in a group is where it is useful.  It shows where you are on the agro range.  So if you are a dps class and have a tank tanking you can watch your number.  If it becomes 100 you got agro.  Then it shows a small number showing the agro level of the next highest person.  If you are the dps class it might say 75 or something.  This means you are like 75% from 100% in terms of the mob agro.  So as the number increases and gets really close to 100 you might want to back off on dps or use abilities to decrease agro or just tell the tank to f'ing taunt :P
