I'm looking for a game that has fun pvp even at low levels. Like arena (battleground) based pvp, i don't want to have to hunt down people to fight. And hopefully a game with an arena that has level cap, so u dont have to wait till high levels to pvp.

games I've played so far, so dont recommend please. and pros/cons to maybe get a better feel of my taste?

guild wars- one of my favorite games, it was great that you could level off of pvp and the pvp took a lot of skills, it just got a bit old after a few years.

world of warcraft- also fun, had exactly what i was looking for but again. got boring after a while.

lineage 2- was fun, but the grind is too much and this game got me scared of non-battleground/arena pvp. took like an hour of prep to be able to go fight.

diablo 2- absolutely one of my favorites, instant pvp; good storyline, was actually fun to pve.

SWG - amazing sandbox mmorpg, but the game kinda died since its old.

i don't mind p2p, but at least have a trial? and no warhammer, i already tried it and i didnt like the battle system; was too slow.

but yeah, any mmo's with low level pvp, decently fast gameplay, arenas seperating levels, etc.

and i dont think N america has dark falls yet

You should try AoC. Has a free trial, and has some nice PvP. World PvP on PvP-Servers is great fun, and even on Tortage you can find PvP, and there are PvP mini-games for all levels, so that's something else to do also. Has sieges and large-scale PvP at higher levels, too. 

AION has some good PVP and in different areas, there are rifts that open and allow you to go to the enemies lands so finding PVP that way isn't hard at all. Then you have the Abyss where PVP can be found here and there and is 3 diminsional with flight being a factor.

North American release is set for Sept. 1 and the game is already released in 2 other countries

WAR's PvP is actually really pretty good at lower levels.  Instances pop up fairly often.  It actually starts to taper off once you get to tier 4.  Early on though is really pretty active.  You can also enter specific RvR areas when people try to take control of zones and there are notices that will teleport you right to them when someone attacks a keep.

What he said. WAR is a great game for PvP.
 

It sounds to me like you are looking for a polished PvP game.

My personal suggestion would be Age of Conan, Warhammer Online is fun and good, but it lacks depth and it gets uninteresting and boring at about level 20. There is no end game for the most part, and very little to no PvE.

i read your post, and I'm not recommending it, but it sounds to me like you are describing Guild Wars, and it's only downfall was that you are over playing it. I disagree with all of the recomendations however, as Guild Wars was a very unique game. Perhaps you are waiting for Guild Wars 2 to come out? Beyond that I don't know of a game with low level PvP, a level cap PvP, and an efficient way to find a battle/group. good luck on our search. Now that it is out in NA, what were your thoughts on DF?

Oh, I guess I mean that I disagree with the Warhammer replys, cause you already ruled that one out. But i see now that somebody also recommended AoC, which is a game I have not played, so no opinion on that either way.

Thanks for everyone's reply. I found 12 sky  2 to actually being pretty fun. has pvp starting at like level 10. which u can get in like 15 minutes lol. and the fighting is pretty fast paced.

warhammer, i dont know.. jus tthe fighting speed/engine kinda disturbs me.

and age of conan, i've heard many mixed reviews on it but ill give it a shot. and yeah.. guild wars 2, cant wait. lol.
