I would say guildwars or shadowbane.  I haven't played shadowbane, but I heard its a good pvp game.

To OP: As a lot of people said: Warhammer Online Age Of Reckoning. The game is PvP based and you can pretty much level up from level 1 to 40 just by PvPing (might have a little trouble with the money though)

To OP: As a lot of people said: Warhammer Online Age Of Reckoning. The game is PvP based and you can pretty much level up from level 1 to 40 just by PvPing (might have a little trouble with the money though)

While you can do nothing but PvP in Guild Wars if so inclined, you don't really pvp for gear there.  A pvp character starts with max armor and a max weapon, and I guess still needs to get some runes, insignias, and skills, but you can do that from the skill unlock packs.

Shadowbane has pvp but not for armor.  Age of Conan? was supposed to be pvp.  I heard a lot of players going to warhammer...
