Make a star system where players with more than 2-3 million SP can't enter.  This will give people new to the game a chance to learn how to PVP and play eve on a somewhat even play field.

Your request for an 'even play field' does not exist in EVE.  It never has, nor should it.  A character's total skill point value is irrelevant compared to player skill and knowledge of the game.  2-3 mil SP's?  A miner can easily have that and not a single point in weapon systems beyond Gunnery I.  If you want to learn PVP there are corps out there who are willing to train new people, other corps make it their sole purpose.

I offer this: http://www.eve-ivy.com/oog/ivy/index.php?file=about.html

Aura teaches you how to engage in combat, against NPC's.  That ends her responibility to you.  The rest is for you to learn in whatever fashion you decide.

Problem is you'll learn a poor and distorted view of Combat which will give you a very nasty shock later on. Not too mention you'll see Experienced players making 2-3mil alts that will be twinked for that low SP combat. Though on a plus side maybe people will learn just what you can do with a Low SP Character...
