I swear there were at least 20 games that had a user rating of 8 or better, and that seemed to change around the time Warhammer was released (now they are all in the 7s), do the other ratings scale down on this site when one game gets rated higher or what?

The Hype score is computed dynamically. One game's score CAN have an effect on all game Hype scores. Also the population of scores for one single game does not matter for the overall Hype rating. A game with fewer scores has as much weight as does a game with many scores. A game rated highly with fewer scores will show up higher in the Hype ratings than a game rated lower with many scores. A good example of this is Shadow of Legend. Thus one person's Hype score for a less popular game has more weight than their score for a more popular game.

We're not talking about hype.  We're talking about the ratings for games that have already been released.

They use the same computation for the released games.
