I got 2 questions:

Where on earth do I find a trainer who can train me in talisman crafting? Been looking all over the place and simply cant find one.

Secondly, I just got a staff with 2 talisman slots. I got some talismans i got from rally masters, but i cant put them on the staff, why is that?

You can find trainers in the capitol city or at the second camp, right after the starters camp.

I think the title of the talisman trainer is the 'Hedge Wizard' , and as the poster before me said they can be found in the big city or in the chapter 2 villages.

Talisman maker trainers are called Hedge wizards.

As far as putting talisman's onto items, they cannot be higher level than the item you wish to put them into.

no talisman trainer in the empire chapter 2 camp.

have to go to the capital city or one of the other race battlegrounds and visit a trainer there.

Talisman crafting is insanely slow and probably not worth the time invested at this point.  I'm sure it will be enhanced in the future.

Right click on the staff, that will open is dialog that allows you to fuse talismen into the slots.

Talisman making is worth it at end game since you won't be changing your gear out every 10 levels or so...but it is way to slow and way to tedious to get all the parts you need.  The unfortante part of the crafting system is if you reach Rank 40 and you want to change or start crafting you have to go all the way back to Tier 1 to farm for low level stuff.   
 

I hope they change this or that alot of people start selling the low level stuff constantly lol
