Servers transfers are not free, unless they are offering a plan to weed out an overpopulated server.  WAR wont need character transfers for a while into its lifecycle.  No game that I know of releases with character server transfers.

Something of this sort may be implemented later on, but with the server restrictions per side it may not work at all.

No company in their right mind would implement a hard server population cap. It would just cause unnecessary problems. A soft cap via a queue system is much more effective and practical. With a queue system, too, Mythic can choose to open or close servers for transfer eligibility depending on their active populations, similar to what Blizzard does. Going this route, there is absolutely no reason it shouldn't work. But who knows if Mythic will open this possibility. This is one of the easymode mechanics of WoW that Mythic may not support simply on principle. Disallowing server transfers gives people incentive to stick it out with their home server rather than simply whisp themselves away when the going gets tough.

They have already confirmed there will be a server cap, and then half that for both factions (Order and Destruction)

Plenty of threads about this already

However, it is a "Soft" cap

Not sure why you quoted my post. In my post, I said no company in their right mind would implement a "hard" cap. I already knew WAR would have a soft faction cap.
