Well not entirely. You do need to pretty much quest to 6 - 8, but after that its entirely possible to exp strictly from scenarios and from open field RvR, and both of them at least in beta were extremely active.

The other day I was leveling with just a little PvE mixed in but yeah you don't need to do it at all. I leveled my Warrior Priest strictly by playing Scenarios, PQ's and Open World RvR. No PvE quests what so ever and it went really quickly. I love jumping in scenarios at level 1, and I managed to be 3rd or 4th highest contributer in that fight.

This key feature mainly sold me the game. As their is extensive pvp gear, I was very happy to see I could level and gear my toon strictly in pvp.

I like to quest until level 5. 

Then I do nothing but public quests (good items to be had), scenarios and rvr.

there are areas for rvr quests.  Just get them all and go rvr.  Each area has a kill players repeatable quest.

yeah I love the pvp lvling, my faviote thing to do when I make a char is imediatly join a scenario and get 2 or 3 lvls right there.

Um you can join scenarios and lvl in PvP & PvE at Level 1.  I do it all the time with my toons they bump up your stats to level if your Tier 1, and so on and so on with each one.  I believe they do this in the Open RvR areas as well.  It doesn't affect your abilities and such but ti gives you enough life to atleast participate. 

You can level from lvl 1 in PvP :) You jus thave to deal with dying a tad more or atleast let the higher toons do the beatings for you and you rush in while the other player is distracted.

The renown gear is completely worth starting right away hehe its just good to PvE as well so you earn cash from multiple activities so you can train and take a harvesting skill.  I harvest like a mad person to make enough money to do everything easily.

The easier way I found to making cash strictly through RvR is to just pick up the repeatable kill 5 player quests and join a big warband. Just turn in the quest each time you die or whenever you feel like it. Plus the Repeatable scenario quests also help build up money.
