Some fun facts:

WoW doesn't run that great in a window, use full screen mode.

Windows 3D applications almost always run slower in windowed mode.

Running in windowed mode and having the window overlap the edge of the screen is even slower.

People who don't know how computers work and post absurd statments make me cranky.

 You know what abdurbs me is when people post comments without reading everything first.
Go past page 1 and youll see fullscreen. There is only a 2 fps boost.

your windows is skinned, who know what other ghetto software addons you are running. my WOW never dips below 60fps with vsync on. it is definitly something you have running on your OS. also got max antialisingon and max graphic settings. try removing all the junk off your computer.

Im using a windows file to skin it, uxtheme.dll :P

I reformated my pc, and without anything installed besides drivers, I ran WoW and posted the screenie.

BTW, I tried without fraps, I got no difference.

 Have you tried using older video drivers? Sometimes the newest are not the best.

 I get better frame rates in wow and I wouldnt even try crysis on my computer.

I play with all the settings maxed out and rarely dip below 60 fps, and my computer is very similar to the OP's.  I'm calling shenanigans on this since its obvious that he's either doing something on purpose to get those low fps or he doesn't know what he's doing.  Either way, the "problem" lies between the chair and the keyboard.

To the 2 above posters, you guys are idiots. This is a real time problem and not with my PC. I provided a thread on people having simular issues and it is 25 pages long. This is blizzard's problem, not mine.

Stop running windowed mode.

EDIT: Get more RAM.
