I found this on a Mabinogi forum, and this had been able to get through the IP block on that. I'm guessing it will work for Cabal too. If anyone can verify it works post it here.
"Here's my suggestion on how to Bypass the 30022 IP Ban error.
Hotspot does place advertisements at the top of your browser when browsing ONLY WHEN IT'S RUNNING and once you close it ("Right-click", "Exit") the advertisement will no longer show. Definatly a tiny cost to pay to play this amazing game!

This was originally intended for users in Australia and New Zealand, before I found out i can log in after all. Because
Europe Version NZ/Aus: Not Supported
Asian Versions NZ/Aus: Not Supported
SEA NZ/Aus: Not Supported
American: Only recently found that it's supported (even though they specifically said, no country out of NA can play)
So you see, it was intended for a good reason. We are never going to get local servers....

I remember having to use proxies to bypass the IP block playing the Cabal EU game from the U.S. Pretty decent game I must say, the only thing that drew me away from playing was the lag "because of using proxy" I do wish you could jump in the game "think all games should have this feature" & for the maps to feel less like small maze type zones, want it to feel more open. |

I think all IP blocking based on people's locations should be made illegal. People on net should be equal no matter where they connect the net from, but these IP blocks make them not to be equal.
Sadly, it's not my opinion that matters. It's the opinion of those media companies who use IP blocking to maximize their profits. If you really want to bypass IP block, the only really working alternative is to use a proxy located somewhere inside the allowed IP area. But there just aren't any fast enough free proxies that I know of. EDIT: Just tested out Hotspot Shield, it seems to route all traffic trough some server in NA (or somewhere else, I didn't really check where the IPs were from), so it should work. By all means use this method to access the game if you're curious, but be forewarned: It's a relatively easy matter to add this proxy's IP to the ban list. |

IP Bans are there for a reason people so the servers dont become overcrowded like silkroad and people start botting and shit! if there wasnt IP bans then servers would lag like cazy. We had to wait forever for our version just wait for yours or SEA version thats coming out very soon. patience is a virtue. |
