The villain side is a whole bunch of content and powers you haven't seen. Even just on the hero side, it would let you get into SG bases, which are pretty handy for getting around or storing things. And the bonuses on the GvE edition - primarily the Jump Jet and the Pocket D Teleporter, are pretty handy too. I don't know what level range you're in yet, but it's common in the 30s to have to go back and forth between Crey's Folly and Founders Falls. Doing so without having to go through Brickstown saves you a good bit of time. I tend to run FF (contact) -> Base (and drop off / pick up what I need) -> Transporter to Crey's (mission) -> GvE power to Pocket D -> Founders Falls. It's also useful at early levels for getting from Hollows to King's Row. And the Jump Jet - well Super Speeders love it, but pretty much everyone finds it handy at one time or another for getting over anything no matter how tall. It gives you the full game CoH and CoV as well as 30 days of play. It also has some ingame rewards for you for purchasing the game like additional costumes and that jet pack (which is really useful for travelling around at the early levels until you get your real travel power at 14). You also get a once per 30 mins teleport power to Pocket D (hero villain hangout zone / no pvp). The City of Villains is more like an expansion instead of a brand new game but you get the whole rogue isles as the villain towns. You also get the villain arch types like brutes, masterminds, corruptor, etc. Some people says the villain powers are kinda somewhat weak compared to the heroes but I like the Mastermind class alot (altho it's not great for pvping). I have a scrapper dm/regen so the only thing i can say is that the villain AT takes more cunning / strategy planning to play than straight out charge in and whoop ass style of play in Heroes.

It's exactly the same price as if you were paying for either just the COH or COV account. In other words, $14.99. I upgraded my COH to COH vs. COV Edition and am still paying the same monthly price, plus an additional 30 days worth of game time for free. That's with the upgrade.
