By nature, any game that is free will limit you so much that you are dependent on the cash shop. So that way they either get near or more then the 14.99 a month that you would have payed when it was pay to play.

They can't force people to (and thus reliably get) buy fluff items. So when a game goes free to play, they generally lock certain more critical aspects away. Like higher levels. More bag space. Better spells.

Most games that were P2P that are now F2P follow this standard, they are nothing more then limited free trials that do not end. Your going to have a very limited experience until you go back to the 14.99 full retail version, then and only then is the game in it's normal unrestricted version and thus back to a normal game.

Game needs a more flexible cash shop to be successful.  You should be able to pick and choose exactly what you wish to spend money on instead of being forced to buy certain packages which are overpriced and contain a lot of stuff you could do without.
